Bourbon is one of the most, if not the most, heavily regulated spirits in the world. On May 4th, 1964 the United States Senate passed Concurrent Resolution 19 that designated bourbon whiskey as a distinctive product of the U.S. The regulations of bourbon go back as far as the Pure Food and Drug act of 1906.
To be called Bourbon, whiskey must be...
(1) Made and aged in the U.S.,
(2) Made from a mash that is at least 51% corn
(3) Distilled to a proof no higher than 159 (79.5 percent ABV)
(4) Aged in new charred oak barrels and put into the barrel for aging at no more than 125 proof (barrel entry proof)
(5) Bottled at no less than 80 proof
